Counterpart International is seeking a reliable ConsAtruction Officer for a 5-year USDA McGovern-Dole Food for Education and Child Nutrition Program which aims to reduce hunger and improve literacy and nutrition among school-age students, especially girls. The Construction Officer will be responsible to plan construction projects and oversee their progress along the way in a timely and cost-effective manner. This is full time position, reporting to the Chief of Party at the field office in Maputo, Mozambique. The applicant should be a Mozambique national or have the legal right to work/reside in Mozambique.

Duties and Responsibilities

  • Oversee and direct all construction/rehabilitation projects;
  • Review the project in-depth to schedule deliverables and estimate costs;
  • Oversee all onsite and offsite constructions/rehabilitation to monitor compliance with building and safety regulations;
  • Study site job specifications to determine appropriate construction methods and materials to be used;
  • Plan, schedule, or coordinate construction project activities to meet deadlines;
  • Prepare and submit budget estimates, progress reports, or cost tracking reports, including timeline to completion;
  • Inspect or review projects to monitor compliance with building and safety codes or other regulations;
  • Inspect or review projects to monitor compliance with environmental regulations;
  • Plan, organize, or direct activities concerned with the construction or maintenance of structures, facilities, or systems;
  • Determine labor requirements for dispatching workers to construction sites;
  • Construction material requisition supplies or materials to complete construction projects;
  • Coordinate and direct construction workers and subcontractors;
  • Select tools, materials and equipment and track inventory;
  • Meet contractual conditions of performance;
  • Review the work progress on a daily basis;
  • Prepare reports pertaining to job status;
  • Plan ahead to prevent problems and resolve any emerging ones;
  • Negotiate terms of agreements, draft contracts and obtain permits and licenses;
  • Analyze, manage and mitigate risks;
  • Ensure quality construction/rehabilitation standards and the use of proper construction techniques;


  • Knowledge of interpretation and explain plans as well as contract terms to all stakeholders;
  • Flexible in working hours;
  • Proven working experience in construction management;
  • Advanced knowledge of construction management processes, means and methods;
  • Expert knowledge of building products using local available material, construction details and relevant rules, regulations and quality standards;
  • Implementation of new or modified plans in response to delays, bad weather, or construction site emergencies;
  • Understanding of all facets of the construction process;
  • Ability to plan and see the “big picture”;
  • Competent in conflict and crisis management;
  • Leadership and human resources management skills;
  • Excellent time and project management skills.


  • BS degree in construction management, architecture, engineering or related field;
  • Familiarity with construction management software packages;
  • Knowledge of operating heavy machinery is an advantage;
  • Strong sense of responsibility;
  • Punctuality and commitment;
  • Good Judgment.
